Program Communication Block defines which database the program will access and the type of access allowed. It is defines the programmer's view of the database.

Program Communication Block -- the most important PCB for DC/TM is the IO-PCB which is used for transactions and BMP message processing. BMP and DLI batch may both have IO-PCBs by using the COMPAT=YES feature of the PSB generation. DB-PCBs are for DLI access and may limit access similar to views in RDBS. The PROCOPT and the SENSEG are used to control access... both what can be seen and what can be inserted or replaced.
